Council

The Society is run by a council of 5 office bearers and 10 committee members, who meet regularly to manage the affairs of the Society.

Mr. Lam Wai Loon

Law Wai Loon holds a LL.B (Bachelor of Laws) degree from the University of London and a Masters Degree in Business Administration from the Heriot-Watt University, Scotland. Wai Loon is a founding partner of Messrs. Harold & Lam Partnership. Before setting up Messrs. Harold & Lam Partnership, Wai Loon was a Partner in the Construction & Engineering Unit of one of the largest law firms in Malaysia.

Wai Loon is a Chartered Arbitrator (CIArb UK) and is a qualified adjudicator to adjudicate disputes under the Construction Industry Payment and Adjudication Act 2012. He is a Fellow of the Chartered Institute of Arbitrators (UK) and is on the Kuala Lumpur Regional Centre for Arbitration's panel of arbitrators and adjudicators.

Wai Loon is a regular speaker at conferences on arbitration, adjudication and construction law and has contributed various articles to legal publications. His recent publications include a book titled "Construction Adjudication in Malaysia" and a Chapter on "Arbitration in Malaysia" published in the text titled "International Commercial Arbitration In Asia".

 


Ms. Janice Tay

Janice Tay is a graduate from the University of Cambridge and was called to the English Bar (Lincoln's Inn). Upon returning to Malaysia, she commenced her pupillage in the Construction and Engineering Department at Skrine & Co and was admitted as an Advocate and Solicitor of the High Court of Malaya.

She is currently a Partner in Skrine & Co, an Adjudicator on the panel of the Kuala Lumpur Regional Centre for Arbitration, an Arbitrator and a Mediator.

Janice is the current Deputy President of the Society of Construction Law, Secretary of the Chartered Insitute of Arbitrators (Malaysia), Committee Member of the Chartered Institute of Arbitrators (Malaysia), Young Members Group, Drafting Committee Member of Malaysia's First Supplement to the Delay & Disruption Protocol published by the Society of Construction law (Malaysia) and Committee Member of the Migrants, Refugees & Immigration Affairs Committe of the Malaysian Bar.

 


Mr. Shannon Rajan

Shannon Rajan is admitted as an Advocate and Solicitor of the High Court of Malaya and a Partner in the Construction and Engineering Practice Group at Skrine & Co.

His practice mainly focuses on arbitration, adjudication and litigation in construction related disputes. He acts as counsel and junior counsel for various large construction companies in a variety of construction dispute. He also appears for clients on disputes involving international and domestic arbitrations including arbitrations pursuant to the Rules of SIAC, UNCITRAL, KLRCA, PAM and IEM.

He is an accredited Adjudicator and Mediator and on panels of the Kuala Lumpur Regiona Centre for Arbitration and the Malaysian and Singapore Mediation Centres.

He was involved in amendments to include adjudication procedeedings under the Malaysian Court Rules. His teaching appointments includes an appointment as visiting lecturer for the Law Faculty of the International Islamic University.

 


Ms. Loshini Ramarmuty

Loshini graduated from the University of Cardiff in 2008 and was called to the English Bar (Inner Temple) in 2009. She obtained her Masters of Law in International Financial Law from the University of Manchester in 2010. Upon returning to Malaysia, she commenced her pupillage in the Construction and Engineering practice group at Skrine & Co and was admitted as an Advocate and Solicitor of the High Court of Malaya in 2011. She is now a Senior Associate at Skrine & Co.

Her portfolio of litigation work includes arbitration, construction and engineering contracts, corporate and commercial disputes and oil & gas.

She is presently a Committee Member of the Chartered Institute of Arbitrators (CIArb) (Malaysia Branch), Honorary Treasure of the Chartered Institute of Arbitrators' Young Member Group and Honorary Treasurer of the Society of Construction Law.

 


Ms. Victoria Loi Tien Fen

Victoria Loi Tien Fien (FMIArb, FCIArb, CLP, LLM (National University of Singapore), LLB (Hons.) (King's College London)) is the Honorary Treasurer of the Society of Construction Law Malaysia (SCL) (2017-2018).

Victoria is a lawyer by profession and partner of Shook Lin & Bok, Kuala Lumpur. Her main practice areas are building and construction and general litigation. She has a diverse portfolio of dispute resolution experience. having appeared as counsel in court, arbitration, commission of enquiry proceedings and more recently, adjudication proceedings under the Construction Industry Payment and Adjudication Act 2012. She is also on the panel of arbitrators of the Kuala Lumpur Regional Centre for Arbitration (KLRCA).

Victoria also writes and speaks on subjects relation to her areas of practice. She lectures on an ad hoc basis on the Diploma in International Arbitration Course (Brickfields Asia College in collaboration with MIArb).
